Article 7

On March 3, 2007, Manchester Town Meeting approved Article 7, which states: 

"…all funds appropriated in fiscal Year 2009 and thereafter to non-municipal entities shall be conditioned upon entities submitting, in the form determined by the Selectboard, a financial and activities report.  Said report shall be available for the public examination at Town Hall."

 At its June 17, 2008 meeting the Selectboard approved the attached form, entitled Article 7 Report.  Please download the form below.  Please note that you may use negative numbers in the spreadsheet to indicate losses.  Requested schedules for some of the line items must be submitted to be considered complete.  All information provided should be no longer than one year old on date of submission.  Please note that Article 7 prohibits the Town from distributing any Town Voted Appropriations to non-municipal entities until the attached form is filled out in its entirety and returned to me at 6039 Main Street, Manchester Center, VT 05255.  Please note that all submitted forms will be available for public examination at Town Hall.  Unlike past years, the form also serves as a request for funds and you no longer need to send the Town a separate letter requesting the release of funds.

In order to simplify the process, the Town will also accept signed Federal Forms 990, 990-EZ or 990-PF forms.  The same requested schedules for some of the line items, including a list of all other Town funded appropriations, must still be submitted to be considered complete.
