Attendees: Doug Kilburn (acting chair) and Lambert Zoller. Ivan Beattie absent.

Other Attendees: John O'Keefe (Town Manager), Dave Sheldon (Water Superintendent), Dave Fielding (Town Treasurer) and Michael Nawrath.

Kilburn called the meeting to order at 8:36AM.

Minutes from May 17, 2010

Zoller moved, seconded by Kilburn, to approve the minutes from May 17, 2010. Motion carried 2-0.

Water Borrowing for 2010 and Impact on Water Rates

The Board and O'Keefe discussed three possible options relative to bonding for 2010 construction projects. Fielding stated that he believed the interest rate on the bonding would be around 3.5%. The Board discussed the various options. O'Keefe noted that he projects that the Board would have to increase rates by 1.5% in 2010 and have modest rate increases each year for the foreseeable future. O'Keefe also noted that the Manchester water and sewer rates were below the state average, according to the Town's engineers. 

Zoller moved, seconded by Kilburn, to approve option #1 (interest only for five years). Motion carried 2-0.

Kilburn moved, seconded by Zoller, to authorize the Selectboard to execute the necessary documents to bond for the 2010 Water Department projects. Motion carried 2-0.

Other Business - Dorr Billing

Zoller moved, seconded by Kilburn, to authorize the Town Manager to make a payment to Dorr Septic for the period of 2005 to 2010 in an amount of $15,151.07 for service previous received. Motion carried 2-0.

Kilburn noted that the Town had previous asked for bills. He asked if the Town could update its procurement policy to require timely, quarterly billing from vendors.

Other Business - Repeater Tower

The Board and Sheldon discussed the installation of new hardware at the Sewer Pump Station.

Other Business - Insurance

Kilburn stated that he wanted to bid out the Town's insurance before the expiration of the current policy.

Executive Session

Zoller moved, seconded by Kilburn, to enter into Executive Session for the purpose of discussing pending litigation. Motion carried 2-0. O'Keefe, Sheldon and Nawrath were invited to attend.

Adjournment

At 10:00AM Zoller moved, seconded by Kilburn, to adjourn. Motion carried 2-0.
